Process<\/h2><p>Any and all proposals for the creation of long-term or permanent displays in public spaces require consultation, review, and final written approval by the CEC before moving forward with the project. Any UMW faculty, staff, and student may submit a Full Display Proposal Form if the planned display is in final stages and display components such as images, text, funding, and departmental\/leadership permissions have been or completed. If your project incorporates a design component, this would also require approval from the University Communications Design Services division.<\/p><p>Due to the nature of a project requiring funding or budget approvals, if a student is a part of or leading the project, they may submit a Full Display Proposal Form if they have received written documentation, funding, and support from a department, academic advisor, or administrative office.<\/p><p>Once you complete this form, the CEC will contact you via email communication within 10 business days of receipt. The proposal will be reviewed for completeness and to determine if the display&rsquo;s proposed content or location requires approvals from other UMW offices, departments, or administrators. Incomplete proposals or those requiring such approval will be returned to the proposer with encouragement to address these issues and resubmit.<\/p><p>Fill out the below form when all planned display components such as images, text, permissions, location, funding source(s), etc. have been drafted or completed. and <span style=\"color: #003366\"><strong>permanent<\/strong><\/span>&sup2;&nbsp; displays in <span style=\"color: #003366\"><strong>public spaces<\/strong><\/span>&sup3; on UMW&rsquo;s campuses that:<\/p><ol class=\"wp-block-list\">\n<li>represent people, events, and themes relevant to UMW&rsquo;s present, future, and\/or past,<\/li>\n\n\n\n<li>contribute to an environment that encourages diversity, equity, and inclusion,<\/li>\n\n\n\n<li>and that are consistent with the University&rsquo;s ASPIRE statement of values.<\/li>\n<\/ol><p>The University of Mary Washington is a public liberal arts institution. As such, artwork or displays in public spaces that are considered to be long-term or permanent in nature must be reviewed to encourage adherence to the University&rsquo;s core community values. To this end, the University&rsquo;s Campus Environment Committee, hereafter referred to as the CEC, is tasked with receiving, reviewing, and approving any long-term or permanent displays in public spaces across UMW&rsquo;s three campuses (Fredericksburg &ndash; main, Stafford, and Dahlgren).<\/p><p>&sup1;<span style=\"color: #003366\"><strong>Long-term<\/strong><\/span> displays include any works of art intended to be in place for more than one (1) but less than five (5) academic years. &sup2;<span style=\"color: #003366\"><strong>Permanent<\/strong><\/span> displays include any works of art intended to be in place for five (5) or more academic years. &sup3;<span style=\"color: #003366\"><strong>Public spaces<\/strong><\/span> include all exterior spaces on UMW&rsquo;s three campuses and hallways, lobbies, and other interior spaces consistently open to members of UMW&rsquo;s communities. The CEC is not responsible for reviewing and approving department-specific display areas including within offices, office suites, and other special purpose rooms. Nevertheless, the CEC is willing to consult with departments, centers, and other organizations on campus to help them create displays that are consistent with UMW&rsquo;s ASPIRE values and encourage diversity, equity, and inclusion.<\/p><h3 class=\"wp-block-heading\" id=\"h-display-proposal-process\"><span style=\"color: #003366\">Display Proposal Process<\/span><\/h3><p>Any and all proposals for the creation of long-term or permanent displays in public spaces require consultation, review, and final written approval by the CEC before moving forward with the project. The procedure for review includes the following steps:<\/p><ol class=\"wp-block-list\">\n<li>Consultation with and review from the CEC begins with the submission of a proposal using either the Display Concept Proposal Form or the Full Display Proposal Form.\n<ul class=\"wp-block-list\">\n<li>Proposers should complete the Display Concept Proposal Form if the planned display is in early concept stages of planning and components such as images or test have not been drafted.<\/li>\n\n\n\n<li>Proposers should complete the Full Display Proposal Form if display components such as images, text, funding, and departmental\/leadership permissions have been or completed. If your project incorporates a design component, this would also require approval from the University Communications Design Services division.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Proposers should use the Full Display Proposal Form if display components such as images, text, funding, and permissions have been drafted or completed.<\/li>\n\n\n\n<li>An <strong>initial review<\/strong> of the proposal will be completed by CEC members <strong>within 10 business days of receipt<\/strong>. The proposal will be reviewed for completeness and to determine if the display&rsquo;s proposed content or location requires approvals from other UMW offices, departments, or administrators. Incomplete proposals or those requiring such approval will be returned to the proposer with encouragement to address these issues and resubmit.<\/li>\n\n\n\n<li>The CEC meets on a monthly basis, therefore, proposers can expect a<strong> full review to be completed within approximately one month of receipt<\/strong>. If a quicker response time is required, the proposer must provide compelling evidence and request an expedited review. In addition to approving or not approving the proposal, the CEC can provide:\n<ul class=\"wp-block-list\">\n<li>recommendations for improving the display;<\/li>\n\n\n\n<li>contacts for members of the UMW community who can provide expertise needed to improve the display; and<\/li>\n\n\n\n<li>when possible, help with identifying funding sources.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>When the CEC approves a Display Concept Proposal, it expects the proposer to complete a Fill Display Proposal Form when draft images, text, and other finer details about the planned display are available.<\/li>\n\n\n\n<li>Prior to the display&rsquo;s installation, the Full Display Proposal including sample images, text, and other components will be made available for public comment.<\/li>\n\n\n\n<li>Proposers of new displays should continue to consult with the CEC throughout the project&rsquo;s planning and execution.<\/li>\n<\/ol><h3 class=\"wp-block-heading\" id=\"h-who-can-submit-a-form-to-the-cec\" style=\"font-size:30px\">Who can submit a form to the CEC?<\/h3><ol class=\"wp-block-list\">\n<li>Display Concept Proposal Form: Any UMW faculty, staff, and student may submit a Display Concept Proposal Form.<\/li>\n\n\n\n<li>Full Display Proposal Form: Any UMW faculty or staff may submit a Full Display Proposal Form. Due to the nature of a project requiring funding or budget approvals, if a student is a part of or leading the project, they may submit a Full Display Proposal Form if they have received written documentation, funding, and support from a department, academic advisor, or administrative office.<\/li>\n<\/ol><h3 class=\"wp-block-heading\" id=\"h-display-proposal-forms\"><span style=\"color: #003366\">Display Proposal Forms<\/span><\/h3><p>The two forms mentioned above for submitting proposals for displays are the Display Concept Proposal Form and the Full Display Proposal Form. The committee also respects the University&rsquo;s commitment to follow best preservation practices when changing the fabric of historic buildings. Finally, the committee recognizes that the murals in Monroe and George Washington Halls differ significantly in terms of content, materials, and condition and, therefore, require different solutions.<\/p><h3 class=\"wp-block-heading\" id=\"h-george-washington-hall\"><span style=\"color: #003366;\">George Washington Hall<\/span><\/h3><p>In George Washington Hall, the committee suggests a solution of partial concealment of the murals and the addition of artwork that represents more recent decades of the university&rsquo;s history and the diverse nature of its community. Representations that are in conflict with UMW&rsquo;s present-day values should be concealed while others, such as depictions of women engaging in science, may remain visible with additional contextualization explaining that the women portrayed pursued their studies within a racially segregated institution. Final determination of which portions of the murals should be concealed or remain visible requires input from UMW&rsquo;s diverse stakeholders. In addition, the murals need to be thoroughly documented and concealment methods should be developed in consultation with professional conservators and the Virginia Department of Historic Resources. Until these steps are taken, the murals may be concealed using temporary measures combined with signage clearly explaining why this action has been taken.<\/p><h3 class=\"wp-block-heading\" id=\"h-monroe-hall\"><span style=\"color: #003366;\">Monroe Hall<\/span><\/h3><p>In Monroe Hall, the committee suggests that most or all of the murals be concealed and the space used for digital installations hosting rotating artwork solicited from students, faculty, alumni, and other members of UMW&rsquo;s community that better represent the university as it is today. UMW&rsquo;s diverse stakeholders should be involved throughout the process. In addition, the murals should be thoroughly documented and concealment should be methods developed in consultation with professional conservators and the Virginia Department of Historic Resources. Schnellock served as a faculty member at Mary Washington College from 1938 to 1958.<\/p><h3 class=\"wp-block-heading\" id=\"h-condition-amp-materials\"><span style=\"color: #003366;\">Condition &amp; Materials<\/span><\/h3><p>Since the last restoration in the 1970&rsquo;s, the murals in Monroe Hall have deteriorated with some in poor condition with faded imagery and chipping while the murals in George Washington Hall remain in relatively good condition.&nbsp; The difference in condition can be partially explained by the materials and techniques used. The materials used to create each building&rsquo;s murals are distinctly different with George Washington Hall being oil on canvas and an egg tempera technique applied directly to the plaster in Monroe Hall.&nbsp; Murals are considered &ldquo;part of the fabric of the building&rdquo; as they are affixed directly to the walls, so they cannot be easily removed or replaced without damaging both the murals and the building itself.<\/p><h3 class=\"wp-block-heading\" id=\"h-content-amp-imagery\"><span style=\"color: #003366;\">Content &amp; Imagery<\/span><\/h3><p>Much like the distinct differences in materials used, the murals differ in content and imagery depicted on the walls of each building. Images of the murals are documented in the report &ldquo;The Murals of the University of Mary Washington: Emil Schnellock in collaboration with faculty and students&rdquo; by the UMW&rsquo;s Center for Historic Preservation. The full report was too large to include on the website, so its contents have been extracted into multiple parts:<\/p><ul class=\"wp-block-list\">\n<li>George Washington Hall <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/George-Washington-Hall-Mural-Images.pdf\">Mural Images<\/a><\/li>\n\n\n\n<li>Monroe Hall Mural Images <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Monroe-Hall-Mural-Images-pt-1.pdf\">Part 1<\/a>, <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Monroe-Hall-Images-pt-2.pdf\">Part 2<\/a>, <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Monroe-Hall-Mural-Images-pt-3.pdf\">Part 3<\/a>, <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Monroe-Hall-Images-pt-4.pdf\">Part 4<\/a><\/li>\n<\/ul><p>The murals in George Washington Hall, located in the front foyer of the building, depict student life at Mary Washington College in the 1940s. These images portray students engaged in various club activities and in pursuit of different fields of study, as well as students and faculty at a graduation ceremony. Many of the people in the murals represent specific individuals who have been identified, including students, faculty, and staff. These murals largely portray young, white, middle-class women in pursuit of an education under white, male professors. Two exceptions to this include an image of Robert E. Lee on the page of an open book and the image of Wallace Alsop, who was one of only two African American staff who worked at Mary Washington College in the mid-20th century. The likeness of Alsop is physically segregated from the rest of the images on the left hand side of the northern foyer wall.<\/p><p>The murals in Monroe Hall were originally painted on the second and third floors, however the murals on the third floor were covered during the 2008-2010 renovation of the building. The Monroe murals are much different in theme than the ones located in George Washington Hall; consisting of state and territory flags and seals and the &ldquo;Founding Fathers&rdquo; in colonial-era Virginia rather than depictions of life at Mary Washington. Many of the seals and flags depicted are not director copies or representations of the official state imagery; rather the murals are inspired by state seals and flags and some are not exactly correct. This request was based on the November 2019 <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Campus-Environment-Committee-Report-_Final_As-Submitted-to-President-and-BOV.pdf\">Campus Environment Presidential Ad Hoc Committee&rsquo;s Final Report<\/a> Recommendation #6 (Pages 60-64) which states:<\/p><p><span style=\"color: #003366;\">&ldquo;The committee recommends that the historic Schnellock murals in Monroe and George Washington Halls are contextualized through interpretive signage as well as an on-line presence which describes in details the murals&rsquo; content and context. Special attention should be paid to ensure that the contexts and interpretations are accessible to all, including those with visual disabilities.<\/span><\/p><ul class=\"wp-block-list\">\n<li><span style=\"color: #003366;\">The condition of the murals in Monroe Hall depicting the Virginia founding fathers should be evaluated. Reversible concealment should be explored as an option to:<\/span>\n<ul class=\"wp-block-list\">\n<li><span style=\"color: #003366;\">Conserve the deteriorating murals for future interpretation.<\/span><\/li>\n\n\n\n<li><span style=\"color: #003366;\">Provide the opportunity for new and inclusive murals focused on UMW as it exists today.<\/span><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><span style=\"color: #003366;\">Concealment of representations such as Robert E. class=\"wp-block-heading\" id=\"h-history\">History<\/h2><p>President Troy Paino created a Campus Environment Presidential Ad Hoc Committee (CE) in September of 2017 at the request of the UMW Board of Visitors. The impetus behind the committee was to ensure that UMW conveys itself visually to students, faculty, staff, and visitors in a manner consistent with our commitment to a welcoming environment.<\/p><p>The Committee was charged with &ldquo;&hellip;conducting an audit of the public displays of history and culture in the campus common areas, including academic and administration buildings and residence halls, and to make recommendations where appropriate. The committee&rsquo;s goal is to recognize and preserve the school&rsquo;s history while also updating and contextualizing displays to reflect the changes in our student body and to create a fully welcoming environment for all students, faculty, and staff. The committee is also charged with making sure that the physical environments on our campuses more generally reflect our commitment to ASPIRE values.<\/p><p>The Committee&mdash;made up of students, faculty, alumni, and staff members identified and assessed 2,070 public displays on all three UMW campuses. This assessment included examining how each display represents ethnicity, sexual orientation, and gender, as well as broader subject classifications associated with content. Once compiled, this data was analyzed in conjunction with the campus history of UMW. The Committee engaged in a two-phase process&mdash;quantitative and qualitative&mdash;and combined the findings into a 71-page draft <a href=\"https:\/\/in.umw.edu\/campusenvironment\/wp-content\/uploads\/sites\/5\/2020\/11\/Campus-Environment-Committee-Report-_Final_As-Submitted-to-President-and-BOV.pdf\">report<\/a> which included 17 recommendations.<\/p><p>In its November 2019 Resolution, the Board of Visitors endorsed the Campus Environment Presidential Ad Hoc Committee Recommendations, including the creation of a Standing Committee on Campus Environment. The Campus Environment Standing Committee was appointed by President Paino last summer, and consists of current faculty, staff, and students. In addition, ex-officio faculty members from the Art &amp; Art History and the Historic Preservation department provide valuable insight and expertise and have been crucial to the committee&rsquo;s work so far.<\/p><p>The committee&rsquo;s goal is to help ensure the university&rsquo;s physical environment reflects the diversity of our community, as well as the values that we ASPIRE to and that unite us.<\/p><p>Since it first meeting in summer 2020 the Committee has begun addressing long-term plans for the Schnellock murals in George Washington and Monroe Halls, which include temporary concealment until members of the UMW community can contribute to a comprehensive strategy which will include:<\/p><ul class=\"wp-block-list\">\n<li>a thorough documentation of the murals themselves<\/li>\n\n\n\n<li>the permanent concealment of portions of the murals that do not contribute to a campus environment encouraging diversity, equity, and inclusiveness<\/li>\n\n\n\n<li>opportunities for new displays<\/li>\n<\/ul><p>This plan will also ensure that, while concealed, the murals will be preserved according to historic preservation best practices and methods.
