Do not use color only to convey&nbsp;meaning;&nbsp;pair colors with symbols, icons, or other text formatting.&nbsp;<\/li>\n\n\n\n<li><strong>Bold&nbsp;<\/strong>and&nbsp;<em>italic&nbsp;<\/em>text are preferred formats for emphasis. Avoid&nbsp;underlining&nbsp;when possible, as screen readers can interpret underlined text as URLs.&nbsp;<\/li>\n<\/ul><h3 class=\"wp-block-heading\" id=\"h-sharing-links-nbsp-accessibly-nbsp\">Sharing Links&nbsp;Accessibly&nbsp;<\/h3><p>Links should tell people what action to take, where to go next, or what information to expect when they select the link.&nbsp;<\/p><ul class=\"wp-block-list\">\n<li>Avoid pasting&nbsp;naked links&nbsp;(for example,&nbsp;<a href=\"https:\/\/umw.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/umw.edu<\/a>) and instead use&nbsp;<a href=\"https:\/\/learn.umw.edu\/guides\/descriptive-links\/\" target=\"_blank\" rel=\"noreferrer noopener\">descriptive links<\/a>.&nbsp;<\/li>\n\n\n\n<li>Create link text&nbsp;that&rsquo;s&nbsp;as specific as possible.&nbsp;For example, use &ldquo;Visit UMW&rsquo;s website&rdquo; instead of using &ldquo;Click here.&rdquo;&nbsp;&nbsp;<\/li>\n\n\n\n<li>When sharing contact&nbsp;information&nbsp;one way to share this information could be. &ldquo;You can contact&nbsp;Mary Washington&nbsp;at&nbsp;<a href=\"mailto:mwashington@umw.edu\" target=\"_blank\" rel=\"noreferrer noopener\">mwashington@umw.edu<\/a>&rdquo;.&nbsp;The linking URL in this case would be &ldquo;mailto:mwashington@umw.edu&rdquo;&nbsp;<\/li>\n<\/ul><h3 class=\"wp-block-heading\" id=\"h-images-and-attachments-nbsp\">Images and Attachments&nbsp;<\/h3><ul class=\"wp-block-list\">\n<li>Embedded&nbsp;images must include&nbsp;<a href=\"https:\/\/support.microsoft.com\/en-us\/office\/add-alternative-text-to-a-shape-picture-chart-smartart-graphic-or-other-object-44989b2a-903c-4d9a-b742-6a75b451c669\" target=\"_blank\" rel=\"noreferrer noopener\">alt&nbsp;text<\/a>&nbsp;to allow for screen readers to read a description of the visual object.&nbsp;<\/li>\n\n\n\n<li>Any attachments must also be accessible.&nbsp;<\/li>\n\n\n\n<li>Attached images in&nbsp;Outlook&nbsp;won&rsquo;t&nbsp;carry alt text, so embedding images in the email body rather than attaching is preferable.&nbsp;<\/li>\n\n\n\n<li>Please see available guidance for creating accessible&nbsp;<a href=\"https:\/\/learn.umw.edu\/guides\/accessible-documents-digital-accessibility-in-practice\/\" target=\"_blank\" rel=\"noreferrer noopener\">documents<\/a>,&nbsp;<a href=\"https:\/\/learn.umw.edu\/guides\/accessible-slide-decks\/\" target=\"_blank\" rel=\"noreferrer noopener\">slide&nbsp;decks<\/a>, and&nbsp;<a href=\"https:\/\/learn.umw.edu\/guides\/accessible-recorded-presentations-and-videos\/\" target=\"_blank\" rel=\"noreferrer noopener\">videos<\/a>.&nbsp;<\/li>\n<\/ul><h3 class=\"wp-block-heading\" id=\"h-signatures-nbsp\">Signatures&nbsp;<\/h3><ul class=\"wp-block-list\">\n<li>Use simple text-based signatures. Be cautious about using&nbsp;potentially&nbsp;inaccessible fonts (the &ldquo;handwriting&rdquo; font, for example)&nbsp;or&nbsp;low-contrast&nbsp;colors.&nbsp;<\/li>\n\n\n\n<li>If you place an image in your signature block, such as the&nbsp;UMW&nbsp;logo,&nbsp;use alt text to convey the meaning of the image. For example,&nbsp;&ldquo;University&nbsp;of Mary Washington logo&rdquo; for the alt text to describe the&nbsp;UMW logo.&nbsp;If the logo is intended to link to a&nbsp;website&nbsp;make sure the alt text&nbsp;indicates&nbsp;the action. You can review the federal government&rsquo;s&nbsp;<a href=\"https:\/\/www.ada.gov\/resources\/2024-03-08-web-rule\/\">Fact Sheet and Summary of the Exceptions<\/a>&nbsp;on the the federal ADA website.<\/p><p>The folks at&nbsp;<a href=\"https:\/\/www.okabletech.org\/\">Oklahoma ABLE Tech<\/a>&nbsp;have created a fantastic&nbsp;<a href=\"https:\/\/www.okabletech.org\/core-programs\/digital-accessibility\/resources\/title-ii-roadmap\/#32-step-4-inventory-and-audit-your-current-content-\">ADA Title II Accessibility Roadmap for implementing Title II<\/a>. In particular, their interpretations of the exceptions to the regulations (in the &ldquo;What this Means for You&rdquo; sections) are extremely helpful, and are outlined below.&nbsp;Please note that they are not lawyers and the interpretations are not legal guidance.<\/p><h3 class=\"wp-block-heading\" id=\"h-points-to-remember\">Points to Remember<\/h3><ul class=\"wp-block-list\">\n<li>&ldquo;State or local governments&rdquo; referenced in the Oklahoma ABLE Tech&rsquo;s Roadmap include public universities like UMW.<\/li>\n\n\n\n<li>These exceptions are narrow, with multiple criteria. In most instances, they will not exempt a large quantity of your digital materials. Please review carefully.<\/li>\n\n\n\n<li>With all exceptions, if someone requests an accessible version of the material in question, you must provide an accessible version in a timely manner.<\/li>\n\n\n\n<li>Note that in Exception 2, &ldquo;any old documents that people are still using &lsquo;to apply for, access, or participate in services, programs, or activities&rsquo;&rdquo; includes materials that are actively being used for classes.<\/li>\n<\/ul><h3 class=\"wp-block-heading\" id=\"h-what-are-the-exceptions\">What are the exceptions?<\/h3><p>The federal government&rsquo;s Fact Sheet summarizes and gives examples of the <a href=\"https:\/\/www.ada.gov\/resources\/2024-03-08-web-rule\/#summary-of-the-exceptions\">5 exceptions listed in the Rule<\/a>, but leaves out some helpful context. You can&rsquo;t just label the content itself as archived. It must be kept in a separate place that is easy to identify.&nbsp;<\/li>\n\n\n\n<li>Content doesn&rsquo;t qualify as &ldquo;archived&rdquo; just because you put it in the Archived section of your website. All four of the points above&nbsp;<strong>must<\/strong>&nbsp;apply to the content for it to qualify for this exception.&nbsp;<\/li>\n\n\n\n<li>After the compliance date of April 24, 2026, any content you want to use this exception on can&nbsp;<strong>never<\/strong>&nbsp;be updated. As soon as you change it&nbsp;<strong>in any way<\/strong>, it no longer qualifies for this exception and would need to be made accessible at that time.&nbsp;<\/li>\n\n\n\n<li>Any content created after the compliance date of April 24, 2026 can&nbsp;<strong>never<\/strong>&nbsp;qualify for this exception. This is because&nbsp;<strong>all content created after your compliance date must be accessible<\/strong>&nbsp;from the beginning. You can still put that new content in the Archived section of your website, but it will already be accessible by that point, so the exception would be useless.&nbsp;<\/li>\n\n\n\n<li>Even if content qualifies for this exception, if someone requests an accessible version of it, you still have to make it accessible for them. This is a requirement found in the rest of Title II.&nbsp;<\/li>\n<\/ol>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">Exception 2: Preexisting conventional electronic documents<\/button><div class=\"accordion__question__answer\">\n<h4 class=\"wp-block-heading\" id=\"36-what-the-rule-says-\">What the rule says&nbsp;<\/h4>\n\n\n\n<p>&ldquo;Documents that meet&#8239;<strong>both<\/strong>&#8239;of the following points usually do not need to meet WCAG 2.1, Level AA, except in some situations:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The documents are word processing, presentation, PDF, or spreadsheet files;&#8239;<strong>AND<\/strong>&nbsp;<\/li>\n\n\n\n<li>They were available on the state or local government [including <strong>UMW<\/strong>]&rsquo;s website or mobile app&#8239;before&#8239;the date the state or local government must comply with this rule.&rdquo;&nbsp;<\/li>\n<\/ol>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"37-what-this-means-for-you-\">What this means for you&nbsp;<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li>You&nbsp;<strong>don&rsquo;t<\/strong>&nbsp;have to make all your old documents accessible.&nbsp;<\/li>\n\n\n\n<li>You&nbsp;<strong>do<\/strong>&nbsp;have to make any old documents that people are still using &ldquo;to apply for, access, or participate in services, programs, or activities&rdquo; accessible.&nbsp;After <strong>UMW<\/strong>&lsquo;s Compliance date of April 24, 2026, this will include digital materials used in classes, such as content posted on Canvas.<\/li>\n\n\n\n<li>After <strong>UMW<\/strong>&lsquo;s compliance date, any content you want to use this exception on can&nbsp;<strong>never<\/strong>&nbsp;be updated. As soon as you change it&nbsp;<strong>in any way<\/strong>, it no longer qualifies for this exception and would need to be made accessible at that time.&nbsp;<\/li>\n\n\n\n<li>Any documents created&nbsp;<strong>after<\/strong>&nbsp;<strong>UMW<\/strong>&lsquo;s compliance date can&nbsp;<strong>never<\/strong>&nbsp;qualify for this exception. This is a requirement found in the rest of Title II.&nbsp;<\/li>\n<\/ol>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">Exception 3: Content posted by a third party<\/button><div class=\"accordion__question__answer\">\n<h4 class=\"wp-block-heading\" id=\"38-what-the-rule-says-\">What the rule says&nbsp;<\/h4>\n\n\n\n<p>&ldquo;Content that is posted by third parties on a state or local government [including <strong>UMW<\/strong>]&rsquo;s website or mobile app would not need to meet WCAG 2.1, Level AA.&rdquo;&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"39-what-this-means-for-you-\">What this means for you&nbsp;<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li>This exception&nbsp;<strong>does not<\/strong>&nbsp;apply to content posted by your vendors! In this case, &ldquo;third parties&rdquo; means &ldquo;members of the public.&rdquo;&nbsp;<\/li>\n\n\n\n<li>Any of the tools and platforms that allow members of the public to post content onto your website&nbsp;<strong>do<\/strong>&nbsp;need to be accessible. However, the content that the public posts using those tools&nbsp;<strong>does not<\/strong>. Basically, you can&rsquo;t force a member of the public to create accessible content, so that means you&rsquo;re not responsible for it. For example:\n<ul class=\"wp-block-list\">\n<li>If you have a message board on your website, the message board itself must be accessible. Any posts you or any of your vendors make on your message board must also be accessible. But any posts that members of the public make on your message board&nbsp;<strong>do not<\/strong>&nbsp;need to be accessible.&nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Even if content qualifies for this exception, if someone requests an accessible version of it, you still have to make it accessible for them. This is a requirement found in the rest of Title II.&nbsp;<\/li>\n<\/ol>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">Exception 4: Individualized documents that are password-protected<\/button><div class=\"accordion__question__answer\">\n<h4 class=\"wp-block-heading\" id=\"40-what-the-rule-says-\">What the rule says&nbsp;<\/h4>\n\n\n\n<p>&ldquo;Documents that meet&#8239;<strong>all three<\/strong>&#8239;of the following points do not need to meet WCAG 2.1, Level AA:&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The documents are word processing, presentation, PDF, or spreadsheet files,&#8239;<strong>AND<\/strong>&nbsp;<\/li>\n\n\n\n<li>The documents are about a specific person, property, or account,&#8239;<strong>AND<\/strong>&nbsp;<\/li>\n\n\n\n<li>The documents are password-protected or otherwise secured.&rdquo;&nbsp;<\/li>\n<\/ol>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"41-what-this-means-for-you-\">What this means for you&nbsp;<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li>This exception&nbsp;<strong>does not&nbsp;<\/strong>apply to documents just because they are behind a password. For example, materials posted on Canvas must still meet WCAG 2.1 AA.<\/li>\n\n\n\n<li>This exception can&nbsp;<strong>never<\/strong>&nbsp;apply to documents that are distributed for public use.&nbsp;<\/li>\n\n\n\n<li>This exception only applies to the 4 specific types of documents listed. If you provide documents to people in other formats, such as HTML, those documents&nbsp;<strong>do<\/strong>&nbsp;need to be accessible.&nbsp;&nbsp;<\/li>\n\n\n\n<li>Even if a document qualifies for this exception, if someone requests an accessible version of it, you still have to make it accessible for them. This collaborative effort is an opportunity to build on UMW&rsquo;s leadership in digital innovation and student engagement as we align with new accessibility standards and regulations.<\/p><p>Please be aware of the requirements as training and implementation begin this fall. The scope of this work includes all of our websites and the systems we use daily such as umw.edu and Canvas and includes documents, digital tools and other electronic content. For example, all Word, PowerPoint, PDF and video files shared with students in Canvas or via email, and any other online methods, including our social media posts, must be compliant by the deadline of April 24, 2026.<\/p><div class=\"umw-accordion-container umw-custom-block\" data-only-one=\"true\">\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">What are the requirements?<\/button><div class=\"accordion__question__answer\">\n<p>ADA Title II now requires all state and local government entities, including the University of Mary Washington, to ensure their websites and mobile apps meet the&nbsp;Web Content Accessibility Guidelines (WCAG) 2.1 AA&nbsp;by April 24, 2026. The new rule aims to ensure that all people with disabilities have full and equal access to public entities&rsquo; services, programs, and activities available on mobile apps and websites.<\/p>\n\n\n\n<p>WCAG is a set of guidelines developed by the World Wide Web Consortium (W3C) through the Web Accessibility Initiative (WAI). It provides a set of recommendations and standards to make web content more accessible to people with disabilities. Public entities must meet the Web Content Accessibility Guidelines (WCAG) Version 2.1 Level AA, as ruled in 2024 by the U.S. Department of Justice.<\/p>\n\n\n\n<p>In addition, VA HB 2541, signed into law in 2025, also addresses information and communication technology as it relates to digital accessibility, with updates and organizational changes to the Information Technology Access Act. It also has a deadline of April 24, 2026.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">Why is this a priority?<\/button><div class=\"accordion__question__answer\">\n<p>We are proactively working toward achieving and maintaining these federal and state requirements as set in the standards, which will necessitate a campus-wide, coordinated effort across our web-based institutional spaces. Meeting these accessibility standards is about more than compliance&mdash;it&rsquo;s about ensuring every community member and visitor to our website and online services can fully participate in the UMW experience.&nbsp;Accessible websites and materials improve usability for everyone.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">What&rsquo;s in progress?<\/button><div class=\"accordion__question__answer\">\n<p>This work is already underway. We made important strides during the pandemic through digital coursework and the leadership of Digital Learning Support, the Center for Teaching, and the Office of Disability Resources. These teams have helped implement best practices in online content creation.<\/p>\n\n\n\n<p>We&rsquo;ve also refined our University website templates as part of the recent redesign to better align with WCAG standards. Our new sites are built with accessibility in mind, and we&rsquo;ll continue replacing outdated templates and offering training to web editors to implement the accessibility standards.<\/p>\n\n\n\n<p>This initiative will be led by the Web Accessibility &amp; VAHB2541 Work Group, chaired by Director of Compliance\/Title IX Coordinator\/ADA Coordinator Ruth Davison and Chief Information Officer Jonathan Piersol. Key personnel will be invited to support assessment, implementation, and ongoing monitoring.<\/p>\n\n\n\n<p>We&rsquo;ll be assessing and auditing existing content and any new content going into the spring semester. In limited circumstances, some kinds of web and mobile app content, primarily archived content and old documents, may be exempt. Anything active or newly created must be in compliance.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"umw-collapsible-section umw-custom-block\"><div class=\"accordion__question\" data-js-question=\"true\"><button class=\"accordion__question__trigger\" data-js-trigger=\"true\">How do I learn more about next steps and implementation?<\/button><div class=\"accordion__question__answer\">\n<p>We&rsquo;ll be sharing more opportunities to contribute to the assessment, ask questions, and learn best practices as the fall semester begins.
